About the Project
The Rock Island Arsenal Modernization Program will consist of eight separate project initiatives that support the end goal of improving JMTC’s ability to manufacture, maintain, repair, and overhaul various ground systems and their associated components in a more efficient, effective, and affordable manner.
These projects are considered pilots with the potential for subsequent work at Rock Island Arsenal or other Department of Defense facilities.

Drew Phillips is MxD's Senior Systems Integration Engineer with experience as a Principal Systems Engineer for Northrop Grumman and as a Product Engineer at Honda working on manufacturing quality and product development. Drew has a master’s degree in Systems Engineering from Penn State University and bachelor’s degree in Mechanical Engineering from Texas Tech University.
Tony Del Sesto is MxD's Technical Fellow where he serves as a subject matter expert for MxD project, factory, and engineering teams. Tony’s focuses on demystifying Industry 4.0 technologies and implementing practical manufacturing applications for American manufacturers. He has more than 30 years of concept-to-customer experience in product development, supply chain, and manufacturing operations and hands-on experience in over 200 factories in 15 countries.
21-36-01 CNC Machine Health Data Collection
This RFQ will solicit quotations to develop a Machine Health Dashboard that will illuminate and help optimize equipment readiness in a high-mix, low-volume, specialized manufacturing setting. This will include the procurement and installation of sensors on CNC machines that communicate over a wired network in the RIA-JMTC. This is a pilot installation of up to five machines.
21-36-02 Industrial Control Network (ICN) Modernization, Wi-Fi
This RFQ will solicit quotations to analyze the existing ICN, ports, and machinery within the facility. A network map will be developed and machine connectivity to the existing network will be determined. Once a network and machine capability map is developed, the contractor will install approved Wi-Fi access points using hardware pre-approved by the Tank-automotive and Armaments Command (TACOM).
This project must be capable of operating without internet access. All software and data must be on-premises and will reside on the RIA Industrial Control Network intranet.
21-36-03 Machine Status Dashboard
This RFQ will solicit quotations to develop a Machine Status Dashboard that will allow RIA to collect and display current and historical status of data capable machines in the facility. Data will focus on on/off/standby/busy/offline status. This project will not address machines that do not currently have data transmission capability, and all data will be stored locally at RIA.
This project must be capable of operating without internet access. All software and data must be on-premises and will reside on the RIA Industrial Control Network intranet.
21-36-04 At Machine Part Quality Inspection
This RFQ will solicit quotations to implement in-machine and near-machine part quality inspection to reduce the detection time of quality issues and subsequent rework costs associated with defects. The contractor shall develop a Part Quality Dashboard system that will collect, store, and display the desired part inspection data points. The system shall also produce a physical quality report compatible with existing RIA reporting requirements.

21-36-05 5G Private System Implementation
This RFQ will solicit quotations to design, procure, install, configure, and test a private, mid-band, unlicensed spectrum 5G system for the RIA – JMTC facility; with coverage of up to 15 Remote Radio Units. The system design must include cybersecurity considerations. Quotations should also include facilities upgrades necessary for the system installation and training for RIA personnel to operate and maintain the system.

21-36-06 Flexible Training Platform and Initial Content
This RFQ will solicit quotations to develop a flexible digital Training Platform that facilitates the training and education of RIA-JMTC workers on job relevant subjects such as Digital Manufacturing and Cybersecurity. The content will also include courses, instructions, and lessons on how to operate the new smart manufacturing solutions implemented throughout this program.
21-36-07 Robotic Painting System Scoping
This RFQ will solicit quotations to design and simulate a digitally enabled robotic painting system for RIA. The solution must accommodate high mix/low volume as well as have part recognition, part orientation mapping, and automated paint head tool pathing. The contractor will produce a complete technical data package to define the system.

21-36-08 NX to Creo Migration Cost Analysis
This RFQ will solicit quotations to quantify the level of effort required to transition RIA-JMTC from Siemens NX to PTC Creo. The study shall include costs of all software required, labor to convert files from NX to Creo formats, and the necessary training to be provided.
